When buyers develop a children’s swim vest for Europe, EN 13138 is often discussed after the design is finished.
That is usually too late.
EN 13138-1 covers buoyant aids worn while learning to swim. It includes requirements relating to safety, construction, sizing, marking, manufacturer information, and performance in the water. The current European version is EN 13138-1:2021, with the AC:2022 correction adopted in several national versions.
This means compliance cannot be added at the end like a warning sticker.
The product structure needs to be considered from the beginning.
It Is More Than a Buoyancy Test
A vest may contain enough foam and still need changes.
The final result can also be affected by:
- Foam distribution
- Product sizing
- Body fit
- Strap and buckle position
- Strength of seams and components
- User information
- Warning labels
- In-water body position
A design that looks good in a flat drawing may behave differently once it is worn in water.
That is why an early prototype is so important.
Testing the Right Version
Testing should be based on the version intended for production.
Changing the foam, buckle, webbing, construction, size range, or other safety-related details after testing may require another review.
Artwork should also leave enough room for the required product information. A beautiful print is not useful if the warning text becomes difficult to read.

Before making the first sample, confirm:
- Target market
- Product classification
- Intended age and weight range
- Applicable standard version
- Required warnings and labels
- Testing laboratory
- Final production materials
This makes the project easier to control and reduces redesign costs later.
What Buyers Should Ask
Do not only ask:
Can this vest pass EN 13138?
A better question is:
Has the product structure, size range, labeling, and intended use been reviewed against the applicable requirements before sampling?
That conversation should happen before bulk production—not after it.
